To be sponsored by the government to study any of the plumbing courses, you can apply through KUCCPS once the portal opens for applications.

One should have scored a mean grade of D plain in KCSE.

Applications can also be made by visiting the institutions. In some cases, the minimum requirement is a KCPE or KCSE certificate for craft courses.
